ZAMBOANGA CITY – The transition teams of the outgoing and incoming Dalipe and Olaso administrations held their first meeting on Tuesday, June 3, marking a significant step in the turnover of responsibilities between them.

The transition ceremony involved the turnover of records, documents, and government assets.
Mayor John Dalipe chairs the transition team of the outgoing administration.
He, however, was unable to attend the meeting and was represented by assistant, City Registrar Alexander Eric Elias.
City Hall Department heads and division heads comprise the members of the transition team.
Former Mayor and incoming Administrator Celso Lobregat heads the incoming team of the Olaso administration together with Kaiser Olaso, Atty. Evangelina Doctolero, former Councilor Percival Ramos, Councilor Joselito Macrohon, former City Administrator Michael Angelo Saavedra, Christian Olasiman, Ferdinando Alvarez, and Dexter Atilano.
Former Zamboanga City police chief Edwin de Ocampo and retired Human Resource chief Bovic Lucero joined as members of the transition team of the incoming administration.
City Administrator Atty. Wendell Sotto said the first meeting consisted of the turnover of documents as contained in a Department of Interior and Local Government memorandum from the Dalipe administration to the incoming group.
Sotto said additional documents were requested by their counterpart, including a list of personnel, particularly job order employees from the City Human Resource Management Office.
These documents submitted to the Olaso group are expected to be reviewed by the team and will be the subject of inquiry during a subsequent meeting on Thursday, June 5.
DILG Memorandum Circular 2025-016 outlines the guidelines for the transition of local government units (LGUs) following local elections, ensuring a smooth and orderly transfer of responsibilities.
It mandates the creation of Local Governance Transition Teams (LGTTs) to facilitate the handover process. The LGTT is responsible for conducting inventories, preserving records, and overseeing the turnover of assets and responsibilities, ensuring continuity of service delivery.
