President Marcos has declared the third week of May every year as the "Open Government Week."

Marcos made the declaration through Proclamation No. 916 on May 29 in order to promote transparent, participatory, inclusive, and accountable governance.
The declaration was in line with the international observance of Open Government Week.
The PH-Open Government Partnership (OGP) Steering Committee has recommended to institutionalize the annual observance of Open Government Week in the country to raise awareness on Open Government principles and encourage government agencies and civil society organizations to exhibit achievements, strengthen partnerships, and promote innovations aligned with the values and goals of Open Government.
Marcos also noted that the Philippines, as one the founding members of OGP, "has consistently demonstrated its commitment to the global movement for open, transparent, and participatory governance."
Under the proclamation, the Department of Budget and Management (DBM) as the chair of the PH-OGP Steering Committee, shall lead the yearly observance of the Open Government Week.
It should also be responsible in identifying programs, activities, and projects for the celebration.
All agencies and instrumentalities of the national government, including government-owned or-controlled corporations (GOCCs) and state universities and colleges, were directed to actively participate and render the necessary support and assistance to DBM for the effective implementation of the proclamation.
All local government units, non-government organizations, as well as the private sector, were also encouraged to do the same.
The Open Government Partnership is a broad international partnership that includes members from national and local governments, and civil society organizations, which aims to promote transparent, participatory, inclusive, and accountable governance through collaboration between the government and non-government stakeholders.
