Ejercito to DOTr: Fix railways, subways first before EDSA rehabilitation

Senator Joseph Victor “JV” Ejercito urged authorities to consider postponing the full rehabilitation of EDSA, warning that it may result to a “hellish” situation that could directly impact the country’s economic progress.
Ejercito said authorities should at least consider finishing the North-South Commuter Railway (NSCR) and the Metro Manila Subway System first before pursuing the rehabilitation of Metro Manila’s main artery.
“I am just wondering if the departments and agencies concerned did an economic impact assessment on the total EDSA rehabilitation. Might be more detrimental than beneficial in the short term,” Ejercito said in a statement on Saturday, May 31.
“My proposal is to do the total EDSA rehabilitation project once the North-South Commuter Line and the Metro Manila Subway System are operational already,” he said.
“In this way, movement of people would be easier when the 2 railway lines are already operating, thus possibly reducing volume of cars,” the senator explained.
Department of Transportation (DOTr) Secretary Vince Dizon had said that the 147-kilometer NSCR, which will connect Malolos City, in Bulacan province, to Clark International Airport in Pampanga, and to Tutuban, Manila and Calamba City, Laguna, may start partial operations in early 2027.
But Dizon said the full operation, which was initially projected to be in 2027, could be delayed by at least four years.
The lawmaker said the public can already expect heavy traffic with the reimplementation of the No Contact Apprehension Policy (NCAP) and the revival of the odd-even scheme.
“With the current situation, with the volume of cars and motorcycles will be banned on overpasses and underpasses, NCAP initial implementation, these are ingredients for a hellish situation in the Metro,” Ejercito warned.
