- Duterte Youth Party-list Chairman Ronald Cardema is seeking the deferment of the appointment of two ad interim Commission on Elections (Comelec) commissioners in a call that comes after the poll body suspended the group's proclamation as a winner in the 2025 mid-term elections.
Cardema, in letters sent to three Duterte-allied senators, asked for the non-confirmation of the appointments of Comelec Commissioners Noli Pipo and Maria Norina Tangaro-Casingal.
He claimed that the two, along with other commissioner who formed part of the en banc that served as the National Board of Canvassers (NBOC), suspended the party-list's confirmation "with no legal basis".
The offices of Senators Cynthia Villar, Ronald "Bato" dela Rosa and Christopher "Bong" Go--all members of the Commission on Appointments (CA) that confirm presidential appointments--received Cardema's letters wherein he stated his request.
Cardema said the "act of signing to delay the proclamation of a duly-elected candidate with an overwhelming mandate from the Filipino People, gives the CA a glimpse on what these commissioners will do if they are confirmed".
The party-list, which ranked second among all winning party-lists and secured three seats in the upcoming 20th Congress, sought to defer the Comelec official's appointments because it is still pending with the CA "and can still be revoked".
It is unlike the status of Comelec Chairman George Garcia and four other commissioners, "who can only be removed for any wrongdoings though impeachment", he added.
The Comelec en banc, sitting as NBOC, did not proclaim the Duterte Youth Party-list in a ceremony on May 17 purportedly due to grave violation of elections law.
In September 2019, a group of youth leaders filed a petition before Comelec to nullify the registration of Duterte Youth.
They said the party-list's registration should have been declared void from the very start because it was approved by the Comelec en banc without proper hearing as required by the 1987 Constitution and Republic Act No. 7941 or the Party-List System Act.
The case against the Duterte Youth basically revolved around its alleged misrepresentation of the youth sector.
Cardema also hoped that the CA would ask the two commissioners why the NBOC proclaimed Kabataan Party-list, which purportedly has a pending case before the poll body filed by the Office of the Solicitor General; as well as Senator-elect Erwin Tulfo, who has citizenship issue.
