Aliling orders speedy resolution of homebuyers' complaints against developers
Newly installed Department of Human Settlements and Urban Development (DHSUD) Secretary Jose Ramon P. Aliling directed the swift processing and resolution of homebuyers’ complaints against developers.
Aliling issued a department circular on “Providing for the Expeditious Handling and Disposition of Buyers’ Complaints against Developers of Subdivision and Condominium Projects”, which calls for the expeditious handling and disposition of buyers’ complaints.
This marked his first official action after being sworn in as DHSUD secretary by President Marcos Jr. on Thursday, May 29.
“Homebuyers and other real estate clients encountering problems deserve better from DHSUD. Malaking bagay po na mapabilis natin ang resolution ng kanilang mga problema na inihaharap sa atin (We need to expedite the resolution of the problems that they are submitting to us),” Aliling said.
“We must exhaust all possible means within our authority to address these concerns fairly, transparently, expeditiously and, as much as possible, without added stress and cost to home buyers,” he added.
According to the department circular, regional offices of the DHSUD were directed to submit bi-weekly complaints status reports to the central office.
Aliling highlighted that among his priorities was to ensure the delivery of commitments made by developers to homebuyers.
“Magkakaroon po tayo ng mekanismo kung paano po makakarating sa Office of the Secretary ang inyong mga reklamo at aaksyunan po yan ng mabilis. Isama na rin po natin dito yung mga problema ng mga homeowners association—aaralin natin paano makatulong ang DHSUD sa inyong mga problema para hindi na po kayo umabot sa demandahan,” he stressed.
During his oath-taking, Aliling vowed “zero tolerance” for corruption.
According to Malacañan, Aliling – a civil engineer by profession and a well-respected figure in the construction industry – brings with him extensive technical expertise and a solid background in both government service and the private sector.
He previously served as DHSUD Undersecretary and helped push forward Marcos’ flagship Pambansang Pabahay para sa Pilipino (4PH) Program.
He has also held leadership roles in various organizations, including the Philippine Red Cross and the Confederation of Filipino Consulting Organizations.
He was recognized as one of The Outstanding Young Men (TOYM) for Civil Engineering in 2015 and received the Lasallian Achievement Award in 2021. Earlier in his career, he served as the youngest Board Adviser of De La Salle University.
He succeeded Secretary Jose Rizalino Acuzar, who was named Presidential Adviser for Pasig River Urban Development.
