'NCAP ka lang?': MMDA warns motorists vs Pinoy 'ingenuity' to evade violation
Filipino ingenuity has expanded to the implementation of the No-Contact Apprehension Policy (NCAP), with some motorists allegedly tinkering with their license plates to fool the artificial intelligence (AI) in the closed-circuit television (CCTV) system installed in major roads in Metro Manila.
But officials of the Metropolitan Manila Development Authority (MMDA) are not impressed and even warned motorists, particularly motorcycle riders, of harsh consequences when it comes to penalty.
According to MMDA Traffic Discipline Office head Victor Nuñez, any motorist who would be caught covering or tinkering with the license plate could pay a maximum fine of P5,000.
“We admire the Filipino ingenuity but I am warning them that the penalty for this, perhaps they would be surprised, is P5,000,” said Nuñez.
A day after the NCAP implementation, a few photos and videos were seen on social media about “Filipino ingenuity” to prevent being tagged for violation by AI in the CCTVs.
Some were seen covering the license plates with face mask while a few license plates were seen deliberately scratched to compromise “readability”.
Nuñez said they also monitored on the CCTV some license plates covered by electrical tape and masking tape.
They may fool the CCTV but the big problem for them is that a number of MMDA enforcers are still on the ground, ready to pounce on them.
In fact, Nuñez said a memorandum was already issued to all traffic enforcers to focus on this “ingenuity”.
“We have been receiving these photos and videos and this only means that they have the intention to violate. But we have to remind them, this is illegal and the fine is high,” said Nuñez.
