In a statement, Villanueva said that the President’s directive is a "decisive step" towards enhancing government accountability. The senator underscored that public office should be treated as a performance-based mandate, not as a reward for political loyalty.
"This move ensures that every government agency is working at par with the standards expected - not just by the administration, but by the Filipino people," he said.
"I fully support the President in this bold initiative and call for a merit-based, performance-driven Cabinet. The Filipino people deserve no less," he added.
He mentioned Herbosa's trips, which were done in light of unresolved issues within the DOH.
“If we are talking about statistics just like in basketball, that’s one travel every two months,” the senator said, noting that Secretary Herbosa has been reported to have traveled abroad 19 times since his appointment in 2023.
Villanueva said that he has filed three separate Senate resolutions in the past two months seeking to investigate various concerns involving the agency. Among the most pressing is Proposed Senate Resolution No. 1326, which aims to probe the reported P11.18 billion worth of expired or wasted medicines and medical supplies procured by the DOH in 2023.
“Performance should be the primary consideration in retaining or appointing public officials,” the senator added.
“This is the time to take the bad eggs out of the Cabinet,” he added.
