NCRPO: 24/7 police visibility working as Metro Manila index crimes down by 23%

Index crimes in Metro Manila went down by 23 percent in the past six months and the National Capital Region Police Office (NCRPO) attributed the decline to the implementation of strategic measures that focus on police visibility and quick response.

NCRPO director Maj. Gen. Anthony A. Aberin said the transformation of the Metro Manila police forces into a highly mobile, community-engaged, intelligence-driven force proved to be effective not only in crime-busting but also in crime prevention.

“Our anti-crime program integrates proactive patrols, data-informed deployment, and sustained coordination with barangay leaders and stakeholders,” said Aberin.

“The results speak for themselves—not just in statistics, but in the renewed sense of safety felt by the people of Metro Manila,” he added, referring to the 23 percent decline in index crimes from Nov. 23, 2024 to May 23 this year. 

Index crimes cover crimes against persons, particularly murder, homicide, rape and physical injuries. They also cover crimes against property, particularly robbery, theft, carnapping and motorcycle theft.

Based on the NCRPO data, murder cases fell from 208 to 156, a 25 percent reduction; while homicide dropped by 19.18 percent. Physical injuries by 25.75 percent and rape by a significant 29.28 percent.

On the other hand, theft declined by 25.51 percent while robbery cases went down by 16.99 percent. Carnapping of motor vehicles saw an 11.11 percent decrease. 

Beyond prevention, NCRPO also recorded a Crime Solution Efficiency of 69.64 percent, which Aberin said demonstrates an enhanced ability to not only respond but to bring justice. 

“This is what going back to basics can deliver:  a safer, peaceful and orderly community.  When NCRPO is seen, heard and felt by the people, our mandate of crime prevention and solution become highly-achievable”, said Aberin.

“We are proving that with clear direction, collaboration, and an unshakable commitment to service, the NCRPO can and will deliver lasting peace and security for every citizen of Metro Manila,” he added.

Police visibility

As soon as he assumed the top NCRPO post, Aberin immediately implemented what he described as Triple A Program which stands for Able force, Active operations, and Allied partnerships.

He said this also emphasized police visibility as an effective crime prevention stategy.

Early this week, at least 28 police commanders in Metro Manila were subjected to investigation for various offenses relating to strategic deployment of their men—such as abandoned police outposts and cops playing cellphone games during duty. 

Intensified campaign

After achieving significant gains in the past six months, Aberin vowed to further intensify the campaign against criminal elements.

Foremost in the NCRPO’s ongoing agenda, he said, is the escalation of operations against illegal drugs, in line with the national government’s whole-of-nation approach to eliminate the drug menace. 

Police visibility will be further heightened, particularly in high-density and crime-prone areas, to maintain public order and deter unlawful activity.

“This is more than a statistical success—it is a paradigm shift. The NCRPO has moved from challenge to command, setting new standards in public safety, law enforcement integrity, and community-based policing,” said Aberin.
