DILG to LGUs: Ensure strict enforcement of energy-conservation measures

The Department of the Interior and Local Government (DILG) called on the local government units (LGUs) to enhance their energy-saving initiatives by implementing the “Government Energy Management Program (GEMP)."
This is in line with Republic Act (RA) 11285 otherwise known as The Energy Efficiency and Conservation (EEC) Act, which supports President Marcos Jr.'s directive to promote energy efficiency in the public sector.
The DILG explained that the GEMP is a government-wide initiative aimed at reducing electricity and fuel consumption in all government agencies through efficient use of energy resources, including electricity-saving measures and fuel efficiency in the operation of government vehicles.
In Memorandum Circular (MC) 2025-515, the DILG directed the LGUs to craft a Local EEC Plan that outlines specific conservation strategies, target cost reductions, and motor vehicle inventories.
“LGUs, except barangays, are also enjoined to establish an EEC Office within their planning and development units, funded under their general appropriations," the DILG noted.
The DILG also prodded local chief executives (LCE) to issue an executive order or memorandum formalizing EEC protocols in government buildings and facilities.
