The 49-year-old driver lost control of the jeepney which moved backward and turned on its side.
Jocson said the driver failed to shift properly from second to first gear during the climb.
All victims were given first aid, with three taken to a hospital and later discharged.
The driver was unharmed and is currently in police custody as authorities await the victims’ decision if they will file charges.
The jeepney has been removed from the area.
Passengers were relatives from Pulupandan, Negros Occidental and rented the jeepney for an outing in Talisay City.
