BACOLOD CITY – From being the first lady mayor, outgoing Rhummyla Nicor-Mangilimutan made history again as she was elected as the first woman vice mayor of La Castellana, Negros Occidental.
After serving three terms as mayor since 2016, Mangilimutan is transitioning to her new role leading the town’s legislative body.

“Thank you Lord for another blessing! Loud and proud being the first Lady Vice Mayor of our beloved La Castellana and ready and willing to lead the Legislative Department,” she said in a Facebook post following her proclamation on Wednesday, May 14.
She was elected alongside her brother, Councilor Añejo Nicor, as mayor. Añejo defeated Ryan Canoy and Clea Lames Velasco.
Mangilimutan prevailed over Nene Vera and Elvin dela Fuente.
Their father, former Mayor and Vice Mayor Alberto “Bordig” Nicor, was elected municipal councilor, finishing seventh with 14,056 votes.
Despite battling Parkinson’s disease, he pledged continued public service.
Mangilimutan succeeded her father as mayor in 2016.
The town is still under a state of calamity since the June 3, 2024 eruption of Kanlaon Volcano.
Thousands of Internally Displaced Persons (IDPs) are still in evacuation centers but they voted in the May 12 midterm elections.
