Adoption of 3-year action plan on unity to sustain peace gains - Galvez

The adoption of the National Action Plan on Peace, Unity, and Development (NAP-UPD) marks a major milestone in advancing, building upon, and sustaining the gains achieved under the comprehensive Philippine peace process, Presidential Peace Adviser Carlito Galvez said on Friday, May 16.

Galvez said the action plan will further advance the work of the National Task Force to End Local Armed Conflict (NTF-ELCAC) and its 12 sub-clusters to implement their interventions using a whole-of-nation and whole-of-society approaches in dealing with the challenges brought about by armed rebellion.

“In particular, it will be crucial in finally putting an end to the decades-long communist insurgency in the country,” he said.

President Marcos Jr. issued Memorandum Circular No. 83 last May 2 which formally adopted the NAP-UPD 2025-2028, a strategic blueprint harmonizing diverse governmental programs and other initiatives focused on peace and development by ending the Communist Party of the Philippines-New People’s Army-National Democratic Front (CPP-NPA-NDF) insurgency and armed conflict.

The blueprint is anchored on the National Security Policy 2023–2028 and the Philippine Development Plan 2023–2028.

Under the memorandum, the National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) shall lead the implementation of the NAP-UPD 2025–2028.

The Office of the Presidential Adviser on Peace, Reconciliation, and Unity (OPAPRU) serves as the co-chair of the NTF-ELCAC’s local peace engagement (LPE) and E-CLIP and Amnesty Program Clusters.

“[T]he OPAPRU believes that the action plan will enable the agency to effectively carry out all of its peacebuilding interventions under its LPE and Transformation Programs,” Galvez said.

The peace adviser said that through the action plan, the OPAPRU will be able to ramp up its efforts to capacitate and empower local government units across the country in taking a more direct, proactive, and ownership-driven approach in the implementation of interventions under the LPE and Transformation Programs.

“Moreover, the NAP-UPD will enable the national government to expedite the processing of the applications for amnesty of former Communist Party of the Philippines-New People’s Army-National Democratic Front members who have laid down their arms and returned to the folds of the law,” Galvez said.
