“Starting today, May 15, our qualified government workers will begin receiving their mid-year bonus, which is equivalent to one month of their basic pay,” Sec. Mina announced.
Of the total budget, ₱47.6 billion or 74.7 percent is allocated for civilian personnel, while the remaining 25.3 percent, amounting to ₱16.1 billion, is set aside for MUP.
Pangandaman said in a statement that the funds for the mid-year bonus were released by the DBM to implementing agencies as early as January.
“That is why, we respectfully call on our colleagues and the heads of government agencies and LGUs [local government units] to ensure that the mid-year bonus is given to their respective employees as soon as possible,” Pangandaman said.
DBM Budget Circular No. 2017-2 sets the rules and regulations for granting the mid-year bonus. It states that employees must have worked at least four months between July 1, 2024, and May 15 this year to qualify.
“The personnel shall also remain in government service as of May 15 of the current year and have obtained at least a satisfactory performance rating in the immediately preceding rating period, or the applicable performance appraisal period,” the DBM said.
According to the circular, mid-year bonuses will be given to all civilian employees, regardless of their job status or position—regular, casual, contractual, appointive or elective, full-time or part-time—across government branches, constitutional offices, state universities and colleges (SUCs), government-owned and/or -controlled corporations (GOCCs), and LGUs.
Specifically, MUP entitled to receive the mid-year bonus include military members of the Armed Forces of the Philippines (AFP) under the Department of National Defense (DND), as well as uniformed personnel from the Philippine National Police (PNP), Philippine Public Safety College, Bureau of Fire Protection (BFP), Bureau of Jail Management and Penology (BJMP) under the Department of Interior and Local Government (DILG), Philippine Coast Guard (PCG) under the Department of Transportation (DOTr), and National Mapping and Resource Information Authority under the Department of Environment and Natural Resources (DENR).
“I also call on our fellow citizens to be wise and careful in using their mid-year bonus. Let us not be wasteful and hopefully we can budget it properly and only according to our needs,” Pangandaman said.
