A man is now hiding from authorities after forcefully throwing a dog to the ground while drunk in Barangay Santolan, Pasig, on Tuesday, May 13.

Prior to the incident, witnesses said the man was drunk and started causing a scene in the area. The dog’s owner also said that the suspect hit and kicked the dog first, claiming it was biting him.
The incident was immediately reported to the Barangay Santolan Animal Control Team, which promptly dispatched security forces and coordinated with the police to conduct a follow-up operation to arrest the suspect, who is now on the run.
The barangay said it informed the pet owner of their rights, as well as the rights of their dog, under the Animal Welfare Act, the Pasig Veterinary Code, and the Barangay Santolan Resolution on Responsible Pet Ownership.
The barangay also assisted the owner in bringing the dog to an emergency care facility for immediate medical attention, following the recommendation of local pet advocates.
As of Wednesday, May 14, the animal control team said the dog is in stable condition. It underwent laboratory tests and is now under observation to monitor the healing of its injury.
Meanwhile, the Philippine Animal Welfare Society (PAWS) said the act is infuriating because the dog was defenseless. It added that what was done to the dog was purely an act of cruelty, emphasizing that the violation itself is the very act prohibited under the Animal Welfare Act.
The suspect is being urged to surrender, as the pet owner is determined to file a case against him, and the Barangay Animal Control Team will continue assisting the owner through the proper legal process.
