Makati City mayor-elect Nancy Binay said she is open to discussions with Taguig Mayor Lani Cayetano regarding the issues between the two cities, particularly concerning the ten EMBO (Enlisted Men’s Barrio) barangays.

"Madami pa kaming dapat pag-usapan. Wala pa kasing writ of execution and may mga assets ang Makati na nasa Taguig ngayon. Moving forward, mag kapitbayan kami, kasi mahirap kung ang kapitbahay mo ay kaaway mo (We still have a lot to talk about, especially there is still no writ of execution regarding the assets of Makati that are in Taguig now. "There's open communication and I am more than willing to talk to her. If may isang bagay ako na natutunan sa Senado, 'yun ay kailangan na laging may open line at room for communication. Kasi paano namin bibigyan ng solusyon ang mga problema kung hindi kami mag-uusap (If there's one thing I've learned in the Senate, it's that there must always be an open line and room for communication. Because how can we solve problems if we don't talk)," she added.
On May 6, the Taguig Regional Trial Court (RTC) issued a 72-hour TRO, ordering Makati to stop obstructing the Taguig City government from accessing and possessing government facilities in EMBO barangays.
These facilities and structures include health centers, barangay centers, multi-purpose halls, and recreation centers.
According to Makati City Administrator Claro Certeza, the city government will seek the reversal of the TRO.
"Makati shall avail of all legal remedies, whether criminal, civil or administrative, to uphold its rights and hold Taguig and its irresponsible leaders accountable,” he said.
"Taguig had two years to improve the health services in the EMBOs. They had two years to build their own health centers. But they did not. Makati expressed willingness to sit down and have a dialogue with Taguig, but they refused,"
The official stressed that the Supreme Court's decision "was about jurisdiction, not ownership over lots."
"Hindi sinabi ng Korte Suprema na ang mga lupa at struktura na binili, tinayo at ginagamit ng Makati ay binibigay sa Taguig (The Supreme Court did not say that the lands and structures purchased, built, and used by Makati were given to Taguig)," Certeza said.
"Taguig has consistently invoked the Supreme Court decision to commit unlawful acts. This has to stop. Makati shall avail of all legal remedies, whether criminal, civil or administrative, to uphold its rights and hold Taguig and its irresponsible leaders accountable," he noted.
The 10 EMBO barangays are Cembo, Comembo, East Rembo, Pembo, Pitogo, Post Proper Northside, Post Proper Southside, Rizal, South Cembo, and West Rembo.
