Domagoso reelected in Manila, 10 incumbent mayors win fresh mandates

Ten incumbent mayors in the National Capital Region (NCR) secured new mandates, three are come-backing chief executives – former Manila Mayor Francisco “Isko Moreno” Domagoso, Paranaque City Mayor Edwin Olivarez, and Mandaluyong City’s incumbent Vice Mayor Menchie Abalos.
Three fresh faces in the local political scene were also elected and proclaimed – incoming Makati City Mayor Nancy Binay, Maan Teodoro of Marikina City, and Gerald German of the Municipality of Pateros.
Las Pinas City’s Vice Mayor April Aguilar was elected mayor while her mother, incumbent Mayor Imelda Aguilar, was elected vice mayor.
Twelve of the NCR mayors have been proclaimed while the rest, including Domagoso and Binay, were scheduled to be proclaimed on Tuesday, May 13.
The incumbent mayors who secured fresh mandates included:
1. Pasig City Mayor Vico Sotto
2. San Juan City Mayor Francis Zamora
3. Muntinlupa City Mayor Ruffy Biazon
4. Navotas City Mayor John Rey Tiangco
5. Malabon City Mayor Jeannie Sandoval
6. Pasay City Mayor Emi Calixto-Rubiano
7. Caloocan City Mayor Dale “Along” Malapitan
8. Quezon City Mayor Joy Belmonte
9. Taguig City Mayor Lani Cayetano
10. Valenzuela City Mayor Wes Gatchalian
Four of the incumbent mayors are on their third and final terms – Calixto-Rubiano, Sotto, Zamora, and Belmonte.
Based on partial and unofficial results, Domagoso secured a clear lead with 526,853 votes over incumbent Mayor Honey Lacuna-Pangan, who garnered 189,646 votes, and actor Sam Verzosa with 163,413 votes.
Domagoso, who served as mayor of the capital city from 2019 to 2022, has been widely recognized for his pro-poor policies, infrastructure initiatives, and swift pandemic response.
In a short statement on Tuesday, Domagoso and his running mate Chi Atienza, who also leads in the count, thanked their supporters for their continued trust.
Makati City
Former Senator Nancy Binay was proclaimed as the new mayor of Makati City on Tuesday, May 13, following her victory against her brother-in-law and former Makati City 2nd District Rep. Luis Campos.
According to the Commission on Elections (Comelec) partial and unofficial tally as of 1:20 p.m. of May 13, Binay recorded a total of 112,703 votes while Campos received 83,721 votes.
Former Makati City 1st District Rep. Kid Peña won the vice mayoralty race with 143,590 votes against Monsour Del Rosario who received 53,324 votes.
Former Makati City Vice Mayor Monique Lagdameo won as the city's 1st district representative with 127,908 while Alden Almario was declared as the city's 2nd district representative with 19,241 votes.
Pasay City
Calixto-Rubiano was proclaimed winner by the Comelec in the city's mayoral race by a wide margin of 132,928 votes against her closest rival, former city councilor, Wowee Manguerra, who garnered 88,110 votes.
Councilor Mark Calixto, who ran in the vice mayoral race garnered a total of 12,4002 votes against his rival, a former city councilor, OkidocBong Tolentino with 84,446.
Marikina City
Marikina 1st District Rep. Maan Teodoro will succeed her husband, Mayor Marcy Teodoro, after winning in the city's mayoralty race.

On Tuesday, May 13, Teodoro was officially proclaimed by the City Board of Canvassers after securing 142,814 votes, defeating her rival, the city’s 2nd District Rep. Stella Quimbo, who received 111,420 votes.
Teodoro will replace her husband, who garnered the most number of votes for the city's 1st District congressional seat against Sen. Koko Pimentel III. However, no proclamation has been made yet, as his case is still pending resolution before the Comelec.
Meanwhile, former city mayor Del De Guzman, running under Quimbo's slate, was elected as vice mayor with 125,573 votes.
Additionally, Quimbo's husband, Miro Quimbo, secured the 2nd District congressional seat with 86,984 votes.
Quezon City
Incumbent Mayor Joy Belmonte secured her third and final term as local chief executive of Quezon City on Tuesday, May 13, following her landslide victory in the midterm elections.
The City Board of Canvassers officially proclaimed Belmonte as the winner after garnering 1,030,730 votes, far ahead of her rivals, Jonathan Cabalo with 13,809 votes, Rolando Jota with 8,586 votes, Noli Navat with 4,253 votes, and Diosdado Velasco with 21,195 votes.
Belmonte has secured 95.56 percent of the total votes in the city.
Meanwhile, Vice Mayor Gian Sotto was also re-elected with 938,686 votes, defeating his rivals, June Faelangco, who received 18,598 votes, Inventor Ingles, with 19,821 votes, and Dante Villarta with 27,077 votes.
Valenzuela City
Valenzuela City Mayor Weslie “Wes” Gatchalian secured his second term as the city’s chief executive following the 2025 midterm elections held on Monday, May 12.
The Comelec officially proclaimed the winners early Tuesday morning, May 13, at the ALERT Center Multi-purpose Hall.
Running unopposed, Gatchalian garnered 295,876 votes. His running mate, First District Councilor Marlon Alejandrino, was elected vice mayor with 244,708 votes. He will succeed Vice Mayor Lorie Natividad-Borja, who successfully ran for councilor in District 2.
In the congressional races, Tuloy ang Progreso candidate Kenneth Gatchalian narrowly won in District 1 with 80,410 votes, edging out Tony Espiritu who received 79,629 votes. In District 2, independent candidate and incumbent councilor Gerald Galang emerged victorious with 95,878 votes, defeating Dra. Kat Martinez, who got 80,490.
Las Pinas
Las Piñas City's Vice Mayor April Aguilar was proclaimed the new mayor of the city replacing her mother, Mayor Imelda Aguilar who was elected as vice mayor.
Aguilar garnered a total number of 117,800 votes against her closest opponent, Carlo Aguilar, who had 80,880 votes.
In the race for vice mayor, incumbent Mayor Aguilar received a total of 123,622 votes while her main opponent, Louie Bustamante, got 68,058.
The city’s lone district representative, Mark Anthony Santos, also from the “Tatak Nene Aguilar” team, was also proclaimed by the Las Piñas Board of Canvasser as the winner in the congressional race against Senator Cynthia Villar.
Pateros
Gerald German, former vice mayor and municipal administrator, was elected as the new mayor of Pateros in the May 12 national and local elections.
Based on Comelec’s Municipal Certificate of Canvass for Pateros, German, who ran under the Partido Federal ng Pilipinas (PFP), garnered 16,459 votes (55.87 percent) to win as mayor against rival Ronaldo Miranda of the National Unity Party (NUP) who received 13,001 votes (44.13 percent).
For vice mayor, incumbent Carlo Santos of the Nacionalista Party was reelected with total votes of 15,678 (53.94 percent) against John Peter Marzan of the National Unity Party (NUP) who got 9,393 votes (32.32 percent) and John Cerafica of the PFP who received 3,992 votes (13.74 percent).
Caloocan City
Dale “Along” Malapitan will serve a second term as mayor of Caloocan City.
Malapitan garnered 266,789 votes, winning over his rival, former Senator Antonio “Sonny” Trillanes IV who got 175,563 votes based on the partial and unofficial tally from the Commission on Elections (Comelec) as of 9:51 a.m. on May 13.
Meanwhile, his running mate, Karina Teh, got 268,422 votes against PJ Malonzo, who garnered 150,760 votes.
Former Mayor and incumbent First District representative Oscar “Oca” Malapitan was also re-elected with 146, 691 votes against his rivals, Rey Malonzo, who garnered 50,716 votes, and Johram Alama, with 6,274 votes.
Malabon City
Incumbent Mayor Jeannie Sandoval secured her second term as local chief executive of Malabon City on Tuesday, May 13.
Sandoval garnered 92,621 votes, while her rival, former congresswoman Jaye Lacson-Noel, had 50,409 votes, based on the partial and unofficial tally from the Commission on Elections (Comelec) as of 9:02 a.m. on May 13.
Meanwhile, Edward Nolasco won the vice mayoral race with 56,515 votes, compared to Angelika Dela Cruz's 42,207 votes.
Muntinlupa City
Reelectionist Mayor Ruffy Biazon and his party mates under One Muntinlupa achieved a landslide victory in the May 12 local elections.
Biazon, who ran unopposed for his second term, was proclaimed by the CBOC with total votes of 209,498.
Reelectionist Muntinlupa Rep. Jaime Fresnedi, who also ran under One Muntinlupa, won his second term with 177,504 votes, defeating rival Silverio Garing who got 56,710votes.
In the vice mayoral race, independent candidate and former councilor Stephanie Teves-Wong won with 127,709 votes. One Muntinlupa’s Allen Ampaya placed second with 88,435 votes while incumbent Vice Mayor Artemio Simundac placed third with 25,003 votes.
Mandaluyong City
Former Mandaluyong City Vice Mayor Menchie Abalos was elected city mayor with 105,511 votes while Anthony Suva won as vice mayor with 99,219 votes.
Meanwhile, Queenie Gonzales won as the city's lone district representative with 104,237 votes.
San Juan City
San Juan City Mayor Francis Zamora re-elected for a third and final term on Monday, May 12.
The Commission on Elections (Comelec) said Zamora achieved a landslide victory against Philip Cezar in the city's mayoralty race.
Zamora received 43,894 votes while Cezar received 6,309 votes in Comelec's partial and unofficial tally as of 8:02 a.m. of May 13.
Incumbent Vice Mayor Angelo "AAA" Agcaoili was also reelected after his win against Candy Crisologo.
Zamora's sister, San Juan City Rep. Bel Zamora, also retains her post in the House of Representatives with 33,775 votes, against Jana Ejercito with 16,869 votes.
Pasig City
Incumbent Mayor Vico Sotto will continue to lead Pasig City for a third and final term following his landslide victory in the 2025 elections.
On Tuesday morning, May 13, the City Board of Canvassers officially proclaimed the winners after a brief delay caused by some precincts that failed to promptly transmit their votes.
Sotto won with 351,392 votes, far ahead of his rivals, Sarah Discaya with 29,591 votes, Cory Palma with 308 votes, and Eagle Ayaon with 296 votes.
His running mate, Vice Mayor Dodot Jaworski, also won re-election with 290,237 votes, defeating Iyo-Carucho Bernardo, who received 72,227 votes.
Meanwhile, incumbent Rep. Roman Romulo retained his congressional seat with 348,939 votes, winning over lawyer Christian “Ian” Sia, who got 16,829 votes.
Navotas City
The Comelec officially declared incumbent Mayor John Rey Tiangco as the re-elected mayor of Navotas on Tuesday, May 13, after he secured a commanding 120,283 votes, earning another term in office.
