A 30-year-old man was arrested in Marikina City after he was caught distributing tabloids containing alleged propaganda against incumbent Mayor Marcelino “Marcy” Teodoro and mayoral candidate Rep. Maan Teodoro just hours before the official start of voting on Monday, May 12.

The Marikina City Police Station identified the suspect as Marvin Bucaycay, a resident of Sampaloc, Manila.
According to police, Bucaycay was apprehended around 2:30 a.m. by patrolling officers behind Leodegario Elementary School, a polling place in Barangay J. Dela Peña, while distributing tabloids with controversial headlines targeting Marcy Teodoro, who is running for District 1 representative, and mayoral aspirant Maan Teodoro.
‘’IT'S FINAL! MARCY TEODORO, DISKWALIPOKADO; BOTO KAY MARCY, HINDI NA BIBILANGIN! (It’s final! Marcy Teodoro disqualified; votes for Marcy will no longer be counted!) and “MAY DQ NA, MAY SHOW CAUSE PA! MAAN AT MARCY DINAGUKAN NG COMELEC SA VOTE BUYING! (Disqualified and still facing a show cause order! Maan and Marcy slammed by the Comelec for vote buying),” the tabloid read.
He was immediately arrested as police said that it was clearly a violation of Unlawful Electioneering under B.P. 881 (Omnibus Election Code).
Bucaycay was immediately brought to Barangka Police Substation (PSS-2) and turned over to responding officers. A total of 259 copies of the tabloid were confiscated from his possession.
During the investigation, Bucaycay admitted that he was recruited by a neighbor to distribute the materials and was promised a payment of P1,200.
He is now temporarily detained at the Male Custodial Facility of Marikina City Police Station.
