TACLOBAN CITY, Leyte--Where was House Secretary General Reginald Velasco when Duterte Youth Party-list attempted to file the fist impeachment complaint against President Marcos?

House Speaker Martin Romualdez has provided an answer to this during a chance interview with Manila-based reporters here on Thursday night, May 8.

This, as he expressed doubt on any progress that can be made in the event that such complaint was properly filed at the House of Representatives.

"Well, wala pa tayo (we still don't have), we're not in session right now. So, not much can be done, di ba (right)? At sa [pagka] alam ko po, maski yung sec-gen's nasa  seminar sila (What I know is that the sec-gen is in a seminar). So, we may have to wait for the proper time to consider that," Romualdez said.

Reports said that on Thursday afternoon, Ronald Cardema and his wife Marie Cardema, representing Duterte Youth Party-list, went to the secretary general's office to file the ouster petition against Marcos.

The document ultimately wasn't filed because Velasco was nowhere to be found.

The Cardemas cited as ground for Marcos' impeachment former president Rodrigo Duterte's arrest by the International Criminal Court (ICC) last March. For them, the Philippine government shouldn't have surrendered one of its citizens to a foreign entity.

"I don't know what inspired them. But hayaan mo na lang sila (just leave them be)," a baffled Romualdez further commented.

Until it is duly endorsed, filed, and received by the House--particularly the secretary general--an impeachment complaint is just a piece of paper.

Duterte Youth Party-list floated the existence of the complaint just four days before the conduct of the mid-term elections.
