LTFRB approves 829 special permits for midterm polls

The Land Transportation Franchising and Regulatory Board (LTFRB) has approved special permits for 829 public utility vehicles (PUVs) to operate during the May 12 midterm elections.

LTFRB Chairperson Teofilo Guadiz II said the special permits will enable PUVs to operate on routes beyond their usual ones to accommodate more commuters on election day.

“Because we are expecting more movement from the public who will be going to their respective precincts to cast their votes, we opened the application for special permits," Guadiz explained on Friday, May 9.

The approved permits were selected from a total of 880 applications submitted to the Board. A total of 51 PUV units were denied permits due to failing vehicle inspections, drivers not passing random drug tests, and the issuance of show-cause orders (SCOs) against some bus operators.

The special permits will be valid from May 9 to 18, according to Guadiz.

He said the issuance of special permits was consistent with the LTFRB’s mandate to ensure safe, efficient, and convenient transportation for commuters.

“We know that it would be a busy day for all, and it will also be a national holiday, so it was only necessary to allow PUVs to get special permits to expand their reach,” Guadiz noted.

As this developed, the LTFRB issued SCOs to seven bus terminals in Pasay City to direct their management to comply with existing regulations before they can resume operations.

 The terminals that received the SCOs are: HK Sun Plaza Terminal, DLTB Terminal, JAC Liner Terminal, BBL Transit Terminal, JAM Liner Terminal, Genesis Terminal, and Philtranco Terminal.

Some of the main concerns highlighted included the absence of valid permits, insufficient passenger amenities, failure to submit terminal compliance documents, and lack of coordination with the Pasay City government.

“These terminals must prove they are ready to operate within the bounds of the law,” Guadiz said. “We cannot allow the reopening of facilities that fail to meet minimum standards. We owe the commuting public a transport system that is organized, safe, and compliant.”

The terminal operators have five calendar days upon receipt of the SCOs to explain in writing why their operations should not be halted permanently.

“Before any terminal reopens, we require full compliance with our guidelines, including the submission of a Letter of Intent, updated permits from the city government, a sworn statement of available amenities, and coordination with concerned local authorities,” Guadiz said.

The LTFRB will then conduct a follow-up inspection after the submission of the required documents to determine whether the bus terminals are fit to reopen.
