He issued the statement after three police investigators from the Valenzuela City Police Station (VCPS) were arrested during an entrapment operation for extortion around 9 p.m. on Wednesday, May 7, along Gov. I. Santiago Street, Barangay Malinta.
Cayaban issued a firm statement denouncing the act and stressing the need for integrity within the police force.
“We do not, and will never, tolerate any wrongdoing among our ranks. It is especially disheartening when those entrusted to uphold justice betray public trust,” he said.
“Let this serve as a stern warning—no one is above the law. I have immediately ordered a full investigation and administrative relief of them,” Cayaban added.
As part of immediate administrative action, 15 personnel were also relieved from their posts, including two unit chiefs and 13 Police Non-Commissioned Officers (PNCOs).
The VCPS assured the public of its commitment to transparency, justice, and restoring trust in law enforcement. It also reiterated its vow to serve and protect with integrity.
The names of the arrested personnel have been withheld pending further investigation.
