Duterte Youth Party-list is bent on filing the first ever impeachment complaint against President Marcos in the dwindling days of the 19th Congress, on the ground of allowing former president Rodrigo Duterte's arrest by the International Criminal Court (ICC).
Ronald Cardema and Marie Cardema of Calamba City, Laguna, leaders of the party-list, went to the secretary general's office in the House of Representatives in Batasan, Quezon City on Thursday afternoon, May 8 to file the impeachment complaint.
Not only is Duterte Youth Party-list attempting to file the complaint during the tail end of the 19th Congress; the mid-term elections is only four days away, with President Marcos' senatorial candidates under the Alyansa para sa Bagong Pilipinas ticket trying to make headway before the actual ballot-casting.
"In accordance to the Rules of Procedure in Impeachment Proceedings, Rule 2 Section 3 states 'A verified complaint for impeachment by a member of the House or by any citizen upon a resolution of endorsement by any Member thereof shall be filed with the OFFICE of the Secretary-General and immediately referred to the Speaker,'" read a Facebook post from Duterte Youth at past 3 p.m. Thursday.
The secretary general, Reginald Velasco, is the highest-ranked civilian official in the House of Representatives.
"As of the moment, 3:20 PM, staff members of the office of the Sec.Gen are claiming that it is only the Sec.Gen, who is not in the office now, who can receive and not any of them,” the post added.
Messages from House reporters to Velasco regarding whether or not the complaint has been received were yet to be answered as of the posting of this story.
Until it is duly endorsed, filed, and received by the House, an impeachment complaint is just a piece of paper.
Last March 11, elements of the International Police (Interpol) served an arrest warrant against Duterte for crimes against humanity in connection with his bloody war on drugs. Before the day was over, he was flown to The Hague in the Netherlands, the base of the ICC.
Duterte's allies have been criticizing President Marcos for allowing the "surrender" of the ex-president to a foreign entity.
The House and the other legislative chamber, the Senate, will recovene on June 2. By June 13, the 19th Congress will have been adjourned sine die.
