DOTr responds to Royeca's plea for motorcycle taxi continuity

The fight for the rights and further improve the welfare of motorcycle riders will get a big boost with the expected release of an order from the Department of Transportation (DOTr) to continue the legal operations of motorcycle taxis (MC Taxis).
The move was initiated by Angkas founder and Angkasangga Partylist first nominee George Royeca who said the DOTr order will serve as a lifeline for thousands of riders and commuters.
The fate of the motorcycle taxis remains unsure and this caused deep concerns among motorcycle taxi riders, prompting Royeca to urge the DOTr, through Secretary Vince Dizon, to step in to avoid disruption to both livelihoods and commuter mobility.
“As someone who has stood alongside our bikers since day one, I know how urgent this is—not just for the riders, but for the commuting public,” said Royeca, citing the conclusion of the motorcycle taxi pilot program last year, as well as the pending legislative measure in the Congress.
“I deeply appreciate Secretary Dizon’s openness and responsiveness to this plea. His willingness to consider a Department Order shows true leadership,” he added.
The proposed interim measure provides critical legal clarity for MC Taxi services while a more permanent legislative framework is still being pursued.
Royeca emphasized the importance of this action as a stopgap that protects riders’ income and commuters’ access to reliable transport.
“Our fight has always been about dignified, inclusive livelihoods. This is not just a policy—it’s a commitment. We’ll continue pushing until motorcycle taxis are permanently recognized by law,” said Royeca.
