Police identified the victim as Jason Letran of Barangay X, Victorias City, Negros Occidental.
Police Lt. Col. Mark Anthony Darroca, Silay police chief, said Christopher Raquinel, 33, lost control of the tricycle he was driving on the way to Silay City from E.B. Magalona, Negros Occidental at past 3 a.m.
It rammed a cement post and Raquinel, Jose Bernardino, 31, Aljun Damicog, 21, and Emi John Morales, 33, residents of Barangay VI-A, Victorias City, were injured.
Letran hit his head on the post and was declared dead in a hospital. The injured were discharged from the hospital.
Darroca said Raquinel might have dozed off as they traveled early that day to buy fish.
The Silay police chief said the victims decided not to pursue a case against Raquinel.
