DPWH launches online excavation permit system in some regions

The Department of Public Works and Highways (DPWH) has launched an online application and issuance system for excavation permits in some regions.
DPWH Secretary Manuel M. Bonoan said the Permit Issuance Application (PIA) system is currently in a three-month pilot phase, adding that it aims to streamline government processes and improve public service efficiency.
Bonoan said the system covers excavation permits for national roads and utility companies in the National Capital Region (NCR), Central Visayas, and Davao Region.
“With the application, we can accelerate the permit issuance process as our clients can do everything online, from the submission of documentary requirements to the acquisition of a permit with a unique QR code,” Bonoan said.
Since its rollout on Sept. 2, the PIA system, accessible at pia.dpwh.gov.ph, will remain available to clients in the pilot regions until Dec. 6.
Following this pilot phase, the DPWH plans to expand the system nationwide by early 2025, marking a significant stride in the modernization of its services.
In addition to excavation permits, the PIA platform will soon incorporate applications for setback clearances, extraordinary freight, and bridge attachment permits, further extending the department's efforts to digitize its frontline services.
“Our PIA will streamline the management of excavation permits, fully supporting the Department’s mandate for enhanced efficiency and transparency. We encourage our stakeholders to use the available system to expedite the processing of their application and issuance of permits,” Bonoan added.
