The water level of Ipo Dam was 101.88 meters (spilling level of 101:00 meters) and operators of the dam opened Radial Gate 1 and Radial Gate B and discharged 177.18 cubic meters per second of water.

On the other hand, Bustos Dam's water level was 17.52 meters ( spilling level of 17.33 meters) and two of its washed-out gates released 156.00 cubic meters per second.

The evacuation of households along the river and low-lying areas was ordered prior to the opening of the gates to secure them from flooding.

The water released from the Ipo Dam flowed directly to Bustos Dam wherein its released water flowed straight to the Angat Rivers of Bustos, Baliuag, Pulilan, Plaridel, Calumpit, Hagonoy, and Paombong.

The flood in the 4th, 5th, and 6th districts of Bulacan came from the Sierra Madre mountains which in turn flowed into the City of San Jose Del Monte and drained into the rivers of Sta Maria, Marilao, and Bocaue aside from the flood from Metro Manila which flowed directly into Meycauayan and Obando rivers.

Governor Daniel Fernando reminded Bulakenyos to be prepared for possible flooding and landslides, particularly those living in the low-lying areas of the province.

For the safety of students, Fernando declared the suspension of classes in all levels, both private and public schools.

Mayor Jocell Vistan of Plaridel advised her constituents living near the river to watch out for possible flooding. She encouraged them  to conduct preemptive evacuation and coordinate closely with their barangay officials.

In Marilao town, 80 families were rescued and brought to a temporary shelter after being submerged in knee-deep flood.

In Barangay San Jose Patag, Sta Maria, residents endured 5 to 6 feet of flood due to the cascading water from the Bulacan mountains. Several families were evacuated.

On Monday, the Eastern part of Bulacan was placed under Tropical Cyclone Wind Signal number 1. These are Dona Remedios Trinidad, Norzagaray, City of San Jose Del Monte, Obando, City of Meycauayan, Bocaue, Balagtas, Bustos, City of Baliuag, Pandi, Sta Maria, Angat, San Rafael, San Ildefonso, and San Miguel.
