Show cause order issued vs operators of 2 jeepneys in viral Caloocan road rage

The Land Transportation Office (LTO) has issued a show cause order (SCO) to the registered owners of two passenger jeepneys whose drivers were involved in a supposed road rage incident in Caloocan City.
Recently, a video shared by a netizen of a road rage incident involving two jeepneys has gone viral. The LTO said the incident, which allegedly occurred in Barangay Bagong Silang, Caloocan, shows a driver intentionally colliding with the rear of another jeepney, forcing passengers to exit the vehicles.
In a statement released Friday, Sept. 27, LTO chief Assistant Secretary Vigor D. Mendoza II said the registered owners of the two passenger jeeps have also been ordered to identify the drivers of their vehicles for a separate investigation to determine if their licenses should be suspended or revoked.
“Lubhang delikado ang ginawang dalawang driver na ito dahil kitang-kita sa video na nag-viral sa social media na may mga pasahero sila nung mangyari ang insidente (These two drivers acted extremely dangerously because, as seen in the video that went viral on social media, they had passengers when the incident occurred),” he said.
Mendoza said that such behavior will not be tolerated, particularly from public utility drivers, as it endangers not only their own lives but also the lives of their passengers.
In the SCO signed by Renante Militante, head of the LTO-Intelligence and Investigation Division, the registered owners of the two jeeps were summoned to appear at the LTO Central Office in Quezon City on Oct. 1 and submit a written explanation as to why they should not be penalized for employing reckless drivers.
As such, he directed the registered owners to have their respective drivers submit separate explanations for three violations — Reckless Driving (Section 48 of R.A. 41236), Obstruction of Traffic (Section 54 of R.A. 4136), and Improper Person to Operate a Motor Vehicle related to the said incident under Section 27(a) of R.A. 4136.
“Meanwhile, please be informed that the Plate Nos. TVS-273 and TVN-720 will be temporarily placed under ALARM, preventing any and all transactions while the case is under investigation," the SCO stated.
“Failure to appear and submit the written comments/explanations as required shall be construed by this Office as a waiver of your rights to be heard, and the case shall be decided based on the evidence on hand.”
