Comprehensive evaluation

CHED said that a comprehensive evaluation was conducted for 2019 to 2023, focusing on the educational effectiveness of PHEIs. This includes student performance in professional board examinations, employability rates, and the alignment of curricula with industry demands.

“The new guidelines include global partnerships and international engagement with top universities around the world,” De Vera said.

“As the landscape of higher education continues to evolve, CHED will ensure that Philippine HEIs remain competitive on both national and global scales,” he added.

Privilege for HEIs

CHED indicated that these PHEIs will enjoy this privilege until September 2027.

The HEIs with autonomous status, CHED explained, have “top-quality education and consistently excellent” program results.

“They often have many accredited programs and are recognized for leadership in education,” CHED said.

These PHEIs are granted the “most freedom to manage and innovate their academic programs,” CHED added.

Meanwhile, CHED noted that deregulated PHEIs also meet “high standards and show strong performance and good program results,” with several accredited programs and Centers of Excellence or Development.

CHED explained that PHEIs with autonomous and deregulated status have “significant freedom to design their curriculum” and can “establish linkages with recognized foreign HEIs.”

These PHEIs also receive “priority in the grant of subsidies and other financial incentives or assistance from CHED” and are “exempted from regular CHED monitoring and evaluation.”

Moreover, CHED said these PHEIs are “exempted” from issuing Special Orders for their graduates.

Specifically, for autonomous HEIs, CHED stated they have the “privilege to open new programs” without securing prior CHED approval.
