Passenger demand for public transport has been greatly affected by the pandemic. At the height of it, the fear of virus transmission was the main reason for the decline in ridership. Today, the remote setup of several companies, and even of some learning institutions, continues to have an impact. 

In 2022, new automotive sales in the Philippines saw an increase of 27 percent from 2021. According to the International Trade Administration (ITA), challenges in mass transportation in the country is a culprit in this increasing vehicle ownership. Moreover, there remains the perception of cars as symbols of progress and success.

On the other hand, there is also a behavioral shift in favor of active mobility or sustainable mobility options, such as walking and biking. The designation of bike lanes is supposed to further promote this lifestyle choice. However, at present, bike lanes have become more useful for motorcycles and cyclists still struggle to claim a safe path.

These behavioral patterns must guide policy makers in improving public transportation, especially in urban settings. The focus remains on having sustainable and inclusive public transportation that citizens will patronize over private vehicles.
Integrated transport systems

The Asian Development Bank (ADB), in its 2022 publication “Reimagining the Future of Transport Across Asia and the Pacific,” provides policy makers new pathways for transport strategies and systems.

It is essential to improve the integration of formal and informal transport networks to enhance accessibility. Here in the Philippines, it is common to ride tricycles or pedicabs to ferry passengers from villages to main public transport stations. Upgrading the material used on roads and paths will offer convenience for these commuters.

Leveraging on the sustainable lifestyle shift, we should also improve bikeways and install safe bike racks—including secure lockers, smart bike parking stations, and bike racks — in train and bus stations.

Installation of safe, well-lighted pedestrian pathways can also encourage walking toward public transport stations.

Promoting use of mass transport

Improving urban mobility systems, particularly the efficiency of mass transportation like buses and trains, will better encourage people to favor public transportation. 

For instance, those who are working remotely or in a hybrid work environment, in the few times that they will need to report to their office or even just to go out for personal errands, they must be motivated to use public transport because of its efficiency, predictability, safety, inclusivity and affordability.
Our environment and the public’s behavior and preferences have changed a lot because of the pandemic. Our public transport systems must keep up with the changing times. We must leverage on behavioral shifts to introduce new and improved systems. More importantly, fast-track the construction and improvement of infrastructure that will provide affordable travel options and enhance public transportation experience.
