Asahan ninyo na palaging bukas ang tanggapan ng pamahalaang lungsod para sa inyo (We have granted CELA to our beloved Malabueños to ease their worries about security and the land on which their homes are built. This is part of our goal to ensure the smooth, safe, and happy living of our residents in the homes they can now call their own. This is what we promised then and now we continue to implement. We are here to support you. Rest assured that the city government office is always open for you),” Mayor Jeannie Sandoval said.

According to CHUDD head and city administrator Dr. Alexander Rosete, the Malabueño beneficiaries were members of the Sto. Niño Tenant Neighbor Association, Sangciangco Sports Complex Neighbor Association, Gulayan Pilapil Neighbor Association, and Catmon Pilapil.

He also said that the CELA distribution is part of the city’s Programang "Palupa para sa mga Walang Lupa which aims to grant Malabueños the land where their houses were built and ensure that they will be able to manage it properly while living in a safe and secure environment.

The city government also conducted re-validation and update of the names of certain beneficiaries to ensure that the identification of recipients was accurate.
