CHR probes killing of 16-year-old boy inside a barangay hall in Laguna
The Commission on Human Rights (CHR) has mobilized its personnel in the Southern Tagalog Region in the investigation on the killing of a 16-year-old boy last Sept. 8 inside a barangay (village) hall in Cabuyao City in Laguna.
"Although criminal acts like theft are not to be excused, it is indisputable that no wrongdoing can ever justify the brutal act of taking someone's life, especially that of a minor," the CHR said in a statement.
"It is also most concerning that this incident took place within the premises of a barangay hall -- a place where community members should feel safe and be able to seek immediate protection and assistance," it pointed out.
Based on reports, the CHR said the boy was called by barangay officials for questioning on alleged theft. The suspect, who was reportedly intoxicated, entered the barangay hall and shot the victim while accusing the boy of stealing steel bars and money.
It noted the swift action of arresting the suspect in the shooting incident. It is now crucial for the suspected killer to be held accountable and face the full extent of the law in accordance with the principles of justice and due process.
Also in its statement, the CHR said that barangay officials are responsible for ensuring the safety of individuals under their custody or within their jurisdiction, and their failure to do so points to a need for stricter measures and vigilance in safeguarding vulnerable individuals, especially minors.
"The Commission calls on the administration of the barangay to thoroughly investigate the incident and take immediate steps to strengthen the security of the premises to guarantee the safety and protection of all, particularly vulnerable sectors such as children and women," the CHR also said.
