‘Boss of all POGO bosses’ now in Taiwan—PAOCC exec

Presidential Anti-Organized Crime Commission (PAOCC) Executive Director Gilbert Cruz on Thursday, Sept. 12, said that Chinese fugitive Huang Zhiyang, whom he confirmed as the “boss of all bosses” of Philippine Offshore Gaming Operators (POGOs) engaged in criminal activities, is now in Taiwan.

Citing initial information, the PAOCC official shared that Huang may now be in Taiwan after fleeing the Philippines.

“Iyon po yun pumunta ng isang resort tapos nung alam nang mayroong palapit na, nag-chopper po yan. May chopper po siyang sumundo sa kanya (He was the one in a resort then when he learned someone’s near, he got on a helicopter. There’s a helicopter that fetched him),” he said.

In an interview on Super Radyo dzBB, Cruz answered in the affirmative if Huang, who was found to have five passports in a raid of a POGO facility in Clark, Pampanga, was POGOs’ “boss of all bosses.”

“Basta 'yun po 'yung may limang passport (He's the one with the five passports),” he added.

The official did not, however, confirm if he was the same individual who helped dismissed Bamban mayor Alice Guo in her short-lived escape from the Philippines.

Cruz only said that Huang helped Guo get hotel accommodations in Singapore.

Guo, who also goes by the name Guo Hua Ping, was arrested in Indonesia last week. She is accused of ties to criminal syndicates and money-laundering, and is wanted by the Senate for its investigation into the alleged crimes connected to POGOs.

Huang, who has Chinese, Taiwanese, and Cyprus passports, was Guo’s co-incorporator when they put up Baofu Land Development in 2019.

Baofu is a real estate firm that leased its compound to the Hongsheng/Zun Yuan POGO, which was raided for alleged criminal activities, such as human trafficking and torture.
