Qatar interested in hiring skilled Filipino workers – DMW

The State of Qatar expressed interest to employ skilled Filipino workers such as nurses, architects and engineers among others.

In a statement Friday, Aug. 9, the Department of Migrant Workers (DMW) said the Qatar government vowed to provide better protection and enhanced working conditions for Overseas Filipino Workers (OFWs).

DMW officials met with representatives from the State of Qatar Ministry of Labour during the 5th Philippines and Qatar Joint Committee Meeting (JCM) last Wednesday in Pasay City. During the meeting, DMW Sec. Hans Leo Cacdac highlighted the strong ties between the two nations in upholding a safe and fair labor migration.

The DMW and the State of Qatar Ministry of Labour issued a joint statement which featured significant breakthroughs in promoting the rights and welfare of OFWs. The joint statement was signed by DMW Undersecretary Patricia Yvonne Caunan and Qatar Ministry of Labour Assistant Undersecretary Sheika Najha Abdulrahman Al Thani.

“Qatar expressed its interest to hire more skilled Filipino workers, such as nurses, architects, and engineers.  Both sides agreed to work together to facilitate the deployment of OFWs under improved terms and conditions, including mechanisms to improve the monitoring of OFWs,” the DMW said.

According to the joint statement, Qatar is a non-placement fee labor-receiving country in accordance with its labor laws. It said that both Manila and Doha will institute mechanisms to prohibit the charging of placement fees, in consultation with relevant stakeholders.   

It said that both countries achieved a milestone in their bilateral labor relations with the adoption of a unified and enhanced standard employment contract for both domestic and skilled Filipino workers.

“The enhanced employment contract for Filipino workers in Qatar prescribes improved working conditions, the entitlement of workers to end-of-service benefits that are higher compared with other countries, medical and social care, and decent accommodation that respect workers’ cultural and religious needs,” it noted.

“The contract protects the job security of workers by stipulating a shorter probationary period of three months for new workers, and by establishing clear guidelines for contract termination by both the employer and the worker,” it added.

The two parties then announced the establishment of a joint technical working committee to review and enhance existing and pending bilateral labor agreements between the Philippines and Qatar on fair and ethical recruitment, safe migration, and decent work for migrant workers.

The two agencies also agreed to implement a system for the blacklisting and whitelisting of local and foreign recruitment agencies “to ensure ethical recruitment practices.”

Cacdac said that the DMW, in coordination with the Overseas Workers Welfare Administration (OWWA,) and the Qatar Ministry of Labour also agreed to collaborate on the development and implementation of improved country-specific pre-departure and post-arrival seminars for both workers and employers.
