DSWD: Cash card top-ups for 700K reinstated 4Ps beneficiaries expected in August

The Department of Social Welfare and Development (DSWD) announced that it can now disburse pay cash grants to over 700,000 reinstated family-beneficiaries of the Pantawid Pamilyang Pilipino Program (4Ps), following the Department of Budget and Management’s (DBM) approval of an additional P5 billion in program funds on Aug. 6.

DSWD Assistant Secretary Irene Dumlao, the agency’s spokesperson, explained in a radio interview that the DSWD had requested the additional budget to cover grants for last year’s 4Ps beneficiaries.

“Since the funds have been released for processing, we are currently generating the payroll. We anticipate that the amounts will be topped up to the cash cards within the month,” Dumlao said in Filipino.

The grants were suspended due to household reassessments using the Social Welfare and Development Indicator (SWDI) Tool. 

Dumlao said the additional funds will mostly be used for education grants for the reinstated household-beneficiaries.

“In 2022, Listahanan 3 results revealed that some 4Ps beneficiaries were no longer classified as poor. However, since Listahanan 3 was conducted in 2019 and the pandemic occurred in 2020 and 2021, it was observed that some 4Ps beneficiaries, despite their previous classification, experienced significant impacts on their well-being due to the pandemic,” she said.

The SWDI assessment is currently used to determine the exit of 4Ps household-beneficiaries from the program, in line with National Advisory Council (NAC) Resolution No. 1, Series of 2023, and was operationalized by the DSWD through Memorandum Circular No. 19, Series of 2023.

Households are categorized into three levels based on indicators of economic sufficiency and social adequacy: Level 1 - Survival, Level 2 - Subsistence, and Level 3 - Self-Sufficient. 

The results of the assessment help the program identify the specific interventions needed to assist families in achieving self-sufficiency.

“During the revalidation process, the release of cash grants was put on hold. However, after confirming that many 4Ps beneficiaries should remain in the program due to decreased levels of well-being, we must now distribute the cash grants that were previously suspended,” Dumlao said.

She noted that the grants will be retroactive from January to December 2023, with the amount varying based on the number of children monitored under the program.

“The amount depends on the number of children monitored by the program. For example, if three children are monitored and their education cash grants were previously put on hold, the amount will vary based on whether the children are in elementary, junior high, or senior high school,” she added.

Under the program, each household-beneficiary receives a health and nutrition grant of P750 per month. 

The education grant is P300 per month for children in elementary school, P500 for those in junior high school, and P700 for those in senior high school. 

Beneficiaries also receive a P600 rice subsidy per month.
