DepEd reiterates 'no collection' policy in schools

The Department of Education (DepEd) reminded all public and private elementary and secondary schools that no fees should be collected from students or teachers during enrollment or at any other time during the school year.

In DepEd Memorandum No. 41, s. 2024, titled “Reiteration of the ‘No Collection Policy’ in Schools,” Secretary Sonny Angara explained that the sale of tickets and the collection of contributions in any form from schoolchildren, students, and teachers are strictly prohibited. 

This rule applies to all individuals and any type of project or purpose, whether voluntary or not.

However, there are exceptions to this policy, which include membership fees for the Red Cross, Girl Scouts of the Philippines, and Boy Scouts of the Philippines. 

Contributions from parents and other donors to support barrio high schools are also excluded from this prohibition.

Under Republic Act No. 4206, as amended, non-compliance with the no-collection policy may result in penalties, including fines or imprisonment for up to one month, or both, at the court's discretion.

DepEd personnel are also advised to avoid unwarranted solicitations and collections, as outlined in DepEd Order No. 49, s. 2022, which amends DO No. 47, s. 2022, concerning professionalism in the implementation and delivery of basic education programs and services.
