Davao City cops ordered to explain discrepancies in police blotters
DAVAO CITY – Police Regional Office-11 (Davao region) Director Police Brig. Gen. Nicolas Torre III has ordered the Davao City Police Office to explain the discrepancies in blotter reports that were allegedly manipulated to show that this city has low crime rates.

Torre said on Wednesday, August 7, that involved police officers from the 19 DCPO stations were given 72 hours or until Friday, August 9, to respond to his order.
The number of policemen issued the order was not disclosed but Mayor Sebastian “Baste” Duterte here, in a pre-recorded episode of “Basta Dabawenyo” on his Facebook page last Sunday, August 4, claimed there are 100 police officers facing “administrative charges.”
Torre assured that lawmen involved would be given “due process.”
He said that the PRO-Davao is still conducting a “pre-charge investigation” to give them opportunity to explain their side.
“Kung satisfied ako na hindi lang talaga nila alam ang gagawin, tuturuan ko sila (If I'm satisfied that they just don't know what to do, I'll teach them),” he said.
Torre said that he would initiate an in-depth investigation to determine the gravity of their culpability before any administrative charges are filed against them.
“Nakita ko sa blotter validation, maraming discrepancy, maraming mali, hindi na record.
Feeling namin baka naman sadyang tinago. Pero hindi ko puwedeng iakusa sa iyo na hindi ka bibigyan ng pagkakataon (I saw during the blotter validation that there were many discrepancies and incorrect entries or not recorded. We also feel that, perhaps, it was deliberately concealed),” he said.
He said he does not intend to destroy the career of these station commanders but added that he wants to use this as a “teaching and learning” experience.
“Underclass ko ang mga ‘yan, wala naman sa isip ko na gibain ko ang mga ‘yan. They are all our colleagues sa PNP. Part ng trabaho bilang leader ay magturo para sa mga batang ito (They are all my underclassmen and I do not want to destroy them. They are all our colleagues at the PNP. It is part of my duty as a leader to teach them),” he said.
Torre added that a “blotter validation” is also ongoing in other police stations in the region.
