The Muntinlupa City government declared a state of calamity due to the effects of the southwest monsoon [habagat] brought about by Typhoon "Carina."
Majority Floor Leader Raul Corro said the City Council approved the resolution during its July 29 regular session.

Mayor Ruffy Biazon will be signing the resolution to help residents who were affected by heavy rains and flooding.
“Super Typhoon Carina (international name Gaemi) besieged a wide area of Luzon brought heavy rains over the northern part of the country causing massive flooding even in provinces with no tropical cyclone wind signal (TCWS) raised due to its effect on the Southwest Monsoon affecting the western part,” according to the resolution.
Last July 234, the Metro Manila Council (MMC) “approved a resolution declaring a state of calamity in the capital region due to the onslaught of Typhoon Carina and the southwest monsoon.”
The resolution stated that “the City of Muntinlupa is one of the LGUs in Metro Manila which is near the Laguna Lake area, the body of water where most of the flood water is released by nearby cities and municipalities causing inundation in the CGM's low laying areas.”
It added that “there is a need to extend basic services as well as financial support to the affected Muntinlupa constituents in order that normalcy is achieved in the short span of time enabling residents to continue in their usual day to day living.”
“The local declaration of the state of calamity is a requirement sine qua non in order that city funds may be released to fund the basic needs of the affected constituents. As a whole, the lives and properties of the people in the affected areas, if not given immediate care and assistance by the City Government of Muntinlupa, including their health, sanitation, means of livelihood and education, are in grave jeopardy,” according to the resolution.
