'Duterte legacies' in 2025 budget should be realigned, says Makabayan solon

Kabataan Party-list Rep. Raoul Manuel is pushing for the realignment of funds from government programs that are considered “Duterte legacies” to education and social service programs.
During the deliberations on the proposed 2025 national budget on Monday, Aug. 5, Manuel said the government should consider diverting these funds for programs that serve the needs of Filipinos.
“Sa ngayon ang NTF-ELCAC at ang bloated na CIF budget mga Duterte legacies ‘yan pero hanggang ngayon ini-enjoy ng Marcos Jr administration,” he said.
(Right now, the NTF-ELCAC and the bloated CIF budget are Duterte legacies being enjoyed by the Marcos Jr administration.)
Established in 2018 under Executive Order (EO) No. 70 by former president Rodrigo Duterte, The National Task Force to End Local Communist Armed Conflict (NTF-ELCAC) provides a whole-of-nation approach to respond against communist armed conflicts in the country.
However, many have since called for its abolition following its alleged practice of red-tagging which have endangered many dissidents. Recently, two United Nations (UN) special rapporteurs have even recommended the same.
“Also, the Supreme Court has already flagged the practice of red-tagging at alam natin walang ibang nangunguna dito kundi (we know there is no one else leading it but) NTF-ELCAC,” added Castro.
“Wala ba itong bearing sa ating budget officials ang mga ganitong recommendations and points?” he asked.

In response, Department of Budget and Management (DBM) Secretary Amenah Pangandaman said there’s no directive from President Marcos to abolish the task force.
“Parang ang manhid naman po ng task force chaired by the Chief Executive himself (It seems that the task force chaired by the Chief Executive himself is numb),” the lawmaker replied.
Manuel also flagged the confidential and intelligence funds (CIF) of the Office of the President (OP), which had a proposed budget for next year at P4.560 billion.
The Kabataan solon said this roughly converts to P12.5 million per day for OP. He said the amount even surpasses the CIF of security agencies.
As of this posting, the secret funds for the National Intelligence Coordinating Agency (NICA) is P991.2 million, while the National Security Council's (NSC) is at P250 million.
“Hindi tayo nag-aagree sa framework natin na ngayon ang OP instead of having good oversight sa lahat ng mga functions ng gobyerno, ito ‘yung kaniyang pinopokusan,” he stressed.
