Manila 3rd district Rep. Joel Chua blasted Vice President Sara Duterte for acting like an "entitled brat" during the budget hearing of the Office of the Vice President (OVP).

"VP Sara behaved like the entitled brat she truly is. We have a Vice President who believes she is above the law, above Congress, and beyond the reach of the Constitution," Chua said in a statement Wednesday, Aug. 28, a day after the budget hearing held by the House Committee on Appropriations.

Chua, a Lakas-Christian Muslim Democrats (Lakas-CMD) stalwart, described the lady official's demeanor during Tuesday’s five-hour hearing.

"At the budget hearing for the Office of the Vice President, Vice President Sara Duterte was combative, evasive, disrespectful, and uncooperative.

"By her actions, decorum, and demeanor, the Vice President showed her true dark colors in her refusal to respect the constitutional power of Congress about the budget and oversight authority on the operations of all government agencies," the Manila solon said.

Chua said that the Vice President "tried to takeover and dictate to the budget subcommittee how to conduct the hearing".

He was alluding to the moment in the hearing that Vice President Duterte sought to replace presiding officer, Marikina City 2nd district Rep. Stella Quimbo. She failed.

In another instance, she "requested" that only House members with actual questions be allowed recognized. This, after Nueva Ecija 1st district Rep. Mikaela Angela “Mika” Suansing made a manifestation about the OVP's use of confidential funds, without asking anything to the lone resource person.

Vice President Duterte, who was visibly irked at multiple times during the hearing, held out her palm toward a House member whenever she talked over him or her.

Chua had an opportunity to interpellate the Vice President, but It didn't go anywhere as the latter repeatedly gave the generic response: "I will forego the opportunity to defend the OVPs 2025 budget proposal by question and answer."

The OVP budget for 2025 ended up getting deferred by the appropriations panel. Vice President Duterte is the daughter of former president Rodrigo Duterte.
