She and her husband, Ruben Ecleo Sr., founded the Philippine Benevolent Missionaries Association Inc., a nonsectarian and nonprofit charitable religious fraternal organization in 1965.

Mrs. Ecleo authored Republic Act 9355 that established PDI as a separate province from Surigao del Norte in 2006.

When PDI was still part of Surigao del Norte, she was representative of the first district during the 8th Congress (1987-1992), 9th Congress (1992-1995), 12th Congress (2001-2004), and the 13th Congress (2004-2007).

Ecleo served as governor of PDI from 2010 to 2019.

The provincial government of PDI mourned her death.

“The provincial government of Dinagat Islands joins its residents in mourning the passing of Mommy Glenda Ecleo, wife of our beloved Divine Master Ruben Ecleo Sr.,” the provincial government led by  Gov. Nilo Demerey Jr. said.

The local government units (LGUs) in PDI and former local officials led by former Gov. and Rep. Arlene Bag-ao also  condoled and cited her contributions to the development of PDI.

“Mommy Glenda made an indelible mark in the province of Dinagat Islands through her unwavering dedication and vision, together with the Local Hero Divine Master Ruben Edera Ecleo Sr. Her contributions will always be remembered and cherished by many. Rest easy, Mommy, no more pain. Paalam at salamat, Mommy Glenda,” PDI Vice Gov. Benglen B. Ecleo also said.
