Muntinlupa wins big at Creative Cities and Municipalities Congress: No. 1 in innovation
The Muntinlupa City government won big at the Creative Cities and Municipalities Congress on Aug. 23 at the Manila Hotel where the most competitive, cities, municipalities and provinces in the country were recognized.
At the congress, the Department of Trade and Industry (DTI) unveiled the results of the 2024 Cities and Municipalities Competitive Index (CMCI), which is “an annual ranking of Philippine cities and municipalities developed by the National Competitiveness Council through the Regional Competitiveness Committees (RCCs) with the assistance of the United States Agency for International Development.”

Cities and municipalities were ranked based on five criteria or pillars: economic dynamism, government efficiency, infrastructure, resiliency, and innovation.
“The competitiveness of our cities and municipalities is essential to building a creative nation. By excelling in economic dynamism, government efficiency, infrastructure, resiliency, and innovation, local governments create environments where creativity can thrive. This not only enhances the quality of life for residents but also strengthens the Philippines' position as a leading creative nation,” according to Director Lilian Salonga of the Bureau of Competitive Development and officer-in-charge, Creative Industries Development Office of the DTI.
Muntinlupa Mayor Ruffy Biazon and city government officials and employees attended the awarding ceremony.
This year, the Muntinlupa City government won six awards under the highly urbanized cities category. These are:
No. 4 - Overall Most Competitive City (Highly Urbanized Cities Category)
No. 1 - Most Competitive in Innovation Pillar (Highly Urbanized Cities Category)
No. 2 - Most Competitive in Resiliency Pillar (Highly Urbanized Cities Category)
No. 3 - Most Competitive in Infrastructure Pillar (Highly Urbanized Cities Category)
No. 6 - Most Competitive in Government Efficiency Pillar (Highly Urbanized Cities Category)
No. 7 - Most Improved City (Highly Urbanized Cities Category)

Overall Most Competitive City
Muntinlupa was named the No. 4 overall most competitive highly urbanized city in the Philippines with a score of 53.6, up from its No. 5 ranking in 2023.
Innovation
Muntinlupa bagged the No. 1 spot in the innovation pillar among all highly urbanized cities in the country, rising from sixth place in 2023.
“Innovation refers to the ability of a locality to harness its creative potential to improve or sustain current levels of productivity. It hinges mainly on the development of creative capital which are human resources, research capabilities, and networking capacities,” according to the CMCI website.
Resiliency
In addition, Muntinlupa ranked No. 2 in the resiliency pillar among all highly urbanized cities in the country from No. 3 last year.
According to CMCI, “Resiliency applies to the capacity of a locality to build systems that can absorb change and disturbance and being able to adapt to such changes. It spans frameworks that bind LGUs and their constituents to prepare for possible shocks and stresses; budgeting for disaster risk reduction; hazard/risk identification mechanisms; resilience-related infrastructure; and resilience-related mechanisms.”
Infrastructure
Muntinlupa is No. 3 in the infrastructure pillar this year, maintaining its ranking from 2023.
“Infrastructure pertains to the physical assets that connect, expand, and sustain a locality and its surroundings to enable provision of goods and services. It involves basic inputs of production such as energy, water; interconnection of production such as transportation, roads and communications; sustenance of production such as waste, disaster preparedness, environmental sustainability; and human capital formation infrastructure,” the CMCI stated.
Government efficiency
Muntinlupa is No. 6 in the government efficiency pillar, up from 23rd place last year.
Government efficiency, according to the CMCI website, is “the quality and reliability of government services and government support for effective and sustainable productive expansion. This factor looks at government as an institution that is generally not corrupt; able to protect and enforce contracts; apply moderate and reasonable taxation and is able to regulate proactively.”
