PNP reshuffle looms as Peralta retires

A major reshuffle is set to occur in the Philippine National Police (PNP) following the retirement of the force’s second highest official, PNP Deputy Chief for Administration (TDCA) Police Lt. Gen. Emmanuel Peralta.

Peralta will reach the mandatory retirement age of 56 years old on Saturday, Aug. 24, but he already packed his things at Camp Crame in Quezon City as he readies to vacate his office.

Having been in the uniformed service since 1991, Peralta will retire in the profession after 33 years.

He held key posts in the PNP including as director for operations and chief of the Directorate for Human Resource and Doctrine Development.

He also previously served as the director of the Southern Police District (SPD) and director of Ilocos Region Police Office (PRO-1). 

On March 31, 2021, he was appointed as the PNP Officer-in-Charge (OIC) following the retirement of Police General Benjamin Acorda. He was replaced the following day by Police General Rommel Francisco Marbil, the incumbent PNP chief.

With his retirement as the PNP's Number 2 man, he is expected to be succeeded by PNP Deputy Chief for Operations (TDCO) Police Lt. Gen. John Michael Dubria, who currently serves as the third highest ranking police official in the country. 

Peralta and Dubria are “mistahs” at the Philippine Military Academy (PMA) “Sambisig” Class of 1991.

Meanwhile, the fourth ranking official, Police Lt. Gen. John Arnaldo, the chief of directorial staff (TCDS), is expected to replace Dubria as the TDCO.

Three officials are candidates to succeed Arnaldo as TCDS and be promoted to the PNP top brass: Police Lt. Gen. Robert Rodriguez, commander of Area Police Command Visayas; Police Maj. Gen. Jose Melencio Nartatez, director of the National Capital Region Police Office (NCRPO); and Police Maj. Gen. Neil Alinsangan, director of PNP Directorate for Comptrollership.

A movement of key personnel is also expected in other units and regional offices of the PNP.
