DFA should cancel Alice Guo's Philippine passport, Hontiveros says
The camp of dismissed mayor Alice Leal Guo or Guo Hua Ping should show actual proof she has not left the Philippines, two senators said on Tuesday, August 20.
Senate deputy minority leader Risa Hontiveros said the Senate is simply doing its lawful job when it issued the arrest order against Guo and agencies like the Bureau of Immigration are then expected to assist in the execution of the Senate’s constitutional mandate.
Nevertheless, Hontiveros said the information she got from the National Bureau of Investigation (NBI) is verified and confirmed that Guo, who has been linked to illegal Philippine Offshore Gaming Operators (POGO) activities, has already left the Philippines.
The Bureau of Immigration (BI) has also confirmed the information and said Guo is now in Indonesia based on their own investigation.
“The information I disclosed from the NBI confirmed that Alice Guo has already left the Philippines. BI also confirmed that,” Hontiveros said.
“If the DOJ (Department of Justice) does not know this, there is a lack of coordination. Our agencies should work together better,” she pointed out.
Nevertheless, Hontiveros said the camp of Guo should stop acting they are VIPs with easy access to immigration procedures.
“Yung mismong mga Pilipinong may birth certificate, kumpleto ang papeles, at malinis ang record, hirap na hirap sa mga checkpoint dyan sa Immigration. Samantalang silang hindi na nga Pilipino at nasa Lookout Bulletin pa, akala mo kung sinong maka-asta (Those Filipino themsevles who have birth certificates, complete papers, clean records have a hard time going through immigration checkpoints. While those who are not real Filipinos and are even on the lookout bulletin act as if they are superior),” she lamented.
Hontiveros said the Department of Foreign Affairs (DFA) should cancel Guo’s Philippine passport following revelations that the former mayor has left the country.
“Ang kapal din talaga ng mukha ng pekeng Pilipino na ito. Ginamit pa ang pasaporte ng Pilipinas para tumakas (This fake Filipino is so thick-faced. She even used a Philippine passport just to escape). Her passport should be made null and void immediately,” Hontiveros said.
Once the DFA cancels her passport, Guo’s travels will be limited. Mas madali siya matutuntun kapag hindi siya gala nang gala (It would be easy to find her if she stays put). And besides, she does not have the right to use a Philippine passport in the first place,” the senator added.
In a privilege speech on Monday night, (Aug. 19) Hontiveros disclosed that Guo entered Malaysia on July 18 and then went to Singapore on July 21.
Meanwhile, Sen. Sherwin Gatchalian said the BI and the Civil Aviation Authority of the Philippines (CAAP) should be held accountable for Guo’s escape.
Based on the information he gathered, Guo possibly flew out of the Philippines through the backdoor.
“They are now verifying whether it’s a private plane or a commercial flight,” Gatchalian said in a radio interview.
But Gatchalian said it’s impossible for Guo to escape that easily without using an accomplice inside the airport and within government.
“Hindi mangyayari ito kung hindi siya nakipag-kuntsaba, kaya importanteng hanapin kung sino ang mga ito. Dahil kung meron ganitong sindikatong nag-ooperate baka konektado rin ito sa POGO (This would not have happened if she had not conspired, so it is important to find out who they are. Because if there is a syndicate operating, it may also be connected to POGO,” he said.
Senate President Pro Tempore Jinggoy Ejercito Estrada also backed Hontiveros' call, saying that aside from canceling her Philippine passport, the DFA should also request the International Criminal Police Organization (Interpol) to put her on its red notice list.
"Mukhang tama ang hinala ko na umalis si Guo using the backdoor. But still, we have to hold the BI responsible for this fiasco because the last time I checked, in the previous Senate hearing last July 29, the BI representative told the committee investigating Guo that she was still in the country," Estrada recalled.
Interpol notices, he said, are international requests for cooperation or alerts that enable police in member countries to share critical crime-related information and a red notice is a request to law enforcement agencies worldwide to locate and provisionally arrest a person pending extradition, surrender or similar legal action.
