Congresswoman Teodoro highlights need for National Autism Care Plan

Persons with autism (PWDs) shouldn't be left behind in terms of the care and attention given to them, relative to persons with disabilities (PWDs).

This was the justification behind the proposed creation of a National Autism Care Plan in the Philippines, the measure of which was recently sponsored in House plenary by the Marikina 1st district Rep. Marjorie Ann Teodoro.

In her co-sponsorship speech, Teodoro underscored the need to enact the consolidated proposed legislation, which she said “underwent extensive discussion to ensure a complete and concise plan for all PWAs".

Autism is a neurological condition characterized by challenges in social interaction, speech, behavior, and communication skills.

”Ang autism ay maaari nang ma-detect simula palang sa kanilang kamusmusan. Sa ganitong paraan, sila’y mabibigyan agad ng angkop na medical treatment,” said Teodoro, whose House Bill (HB) No. 8977 was included in the consolidated measure.

(Autism can be detected from infancy. By doing so, they can immediately be given their proper medical treatment.)

”Maraming PWA ang may kakayanan na mabuhay independently at functional, subalit, marami ring PWA ang nangangailangan ng suporta, pangangalaga, at atensyon mula sa gobyerno,” she continued.

(A lot of PWAs are capable of living independently and being functional, but there are also a lot of PWAs who need support, care, and attention from the government.)

Citing data from the Autism Society of the Philippines, Teodoro says there are around 1.2 million Filipinos on the autism spectrum, and 1,713 of them are registered in Marikina City.

If enacted into law, the proposed bill seeks to implement a comprehensive care plan for early detection of autism, ensuring that appropriate interventions are provided immediately.

“We also want to ensure that our education system and other government service delivery providers are equipped to handle learners within the spectrum,” she said.

The bill also outlines measures to ensure humane and equitable social welfare policies that will help PWAs reach their full potential, ultimately contributing to the country’s economic growth.
