Romulo sees new Cabinet Cluster for Education as a major boon; here's why

The chairman of the House Committee on Basic Education and Culture has expressed his backing of President Marcos' decision to establish a Cabinet Cluster for Education.

According to Pasig lone district Rep. Roman Romulo, the Palace move will enhance the oversight and coordination of education-related agencies within the executive department, and address the ongoing learning crisis in the Philippines with a unified approach.

"This initiative is not merely a matter of governance; it is about ensuring that every agency involved in education works in coordination, follows a clear policy direction, and understands the critical urgency of the tasks at hand," Romulo said.

"By doing so, we will optimize the use of resources, eliminate redundancy, and ensure that every effort contributes to the greater goal of providing quality education for all," added the veteran lawmaker.

The establishment of this new Cabinet Cluster follows a letter sent on July 11, 2024, by the Second Congressional Commission on Education (EDCOM 2) — chaired by Romulo and Baguio lone district Rep. Mark Go — urging President Marcos to consider this crucial proposal.

Additionally, on July 16, 2024, the chairpersons and commissioners of EDCOM 2 filed House Concurrent Resolution No. 28 at the House of Representatives, further advocating for the creation of this cluster.

Romulo emphasized the necessity of this initiative as he cited the fragmented and disjointed efforts among various education agencies as a significant obstacle to progress. "As we navigate through this learning crisis, we have observed that despite the best intentions, many of our education agencies are engaged in fragmented and disjointed efforts."

"These efforts, while well-meaning, often result in further complications, leading to wasted resources and an overburdened workforce. This is a situation we can no longer afford to perpetuate," Romulo noted.

He further articulated that the solution to a failing system is not to complicate it but to streamline and focus on core functions.

"When a system fails, the solution is not to add more layers of complexity. Instead, we must simplify, subtracting what is non-essential and focusing on building a strong, resilient foundation," he added.

With the creation of the Cabinet Cluster for Education, Romulo is hopeful that this change will ensure the consistent and effective delivery of quality education across all levels and bring significant, long-term improvements to the Philippine education system.
