How will the salaries of the President and Vice President change under EO 64?

The recent salary hike for government workers also includes an increase in the salaries of the government's highest elected officials, namely the President and Vice President. However, there is a caveat.

Budget Secretary Amenah F. Pangadaman has confirmed that the salary adjustments outlined in Executive Order 64, issued by President Marcos on Aug. 2, will impact Salary Grades 33 and 32, which determine the monthly compensations for the President and Vice President.

However, Pangandaman noted that these adjustments will not be applied to President Marcos and Vice President Duterte.

Additionally, Pangadaman emphasized that the salary increase will not extend to incumbent legislators such as Senators and House Representatives.

The reason? It will violate the Philippine Constitution.

According to Pangandaman, the violation would occur based on Article VII, Section 6 of the Constitution, which explicitly states, “The salaries of the President and Vice-President shall be determined by law and shall not be decreased during their tenure. No increase in said compensation shall take effect until after the expiration of the term of the incumbent during which such increase was approved. They shall not receive during their tenure any other emolument from the Government or any other source.”

Furthermore, Pangandaman also pointed to Article VI, Section 10 of the Constitution, which mandates that “The salaries of Senators and Members of the House of Representatives shall be determined by law. No increase in said compensation shall take effect until after the expiration of the full term of all the Members of the Senate and the House of Representatives approving such increase.”

Nonetheless, the budget chief assured that President Marcos and Vice-President Duterte’s successors will receive higher monthly salaries.

For example, the next president's salary will be raised to P428,994 from P395,858, and the next vice president of the Philippines will see an increase to P339,921 from P313,512.
