Mayor Joy signs ordinance establishing guidelines for nano-entrepreneur registration in QC

Quezon City Mayor Joy Belmonte signed on Friday, August 9, City Ordinance No. SP-3272, Series of 2024, establishing the guidelines for the registration of nano-enterprises.
The ordinance defines nano-enterprises as businesses that are run by self-employed individuals or sole proprietorships with assets not exceeding P50,000 and gross sales or receipts below P250,000.

“As a way of recognizing the vital role that nano-entrepreneurs play in our local communities, including sari-sari stores, carinderias, and beneficiaries of the Pangkabuhayan QC Assistance Program, we will provide them with the necessary support to thrive,” Belmonte said.
The ordinance introduced by Representative Candy Medina and Majority Leader Dorothy Delarmente is designed to provide the nano-enterprises with financial resources and access to essential support.
It added that nano-enterprises are also exempted from paying local business taxes and regulatory fees.
City’s Business Permit and Licensing Department (BPLD) head Margie Mejia emphasized that the ordinance demonstrates the city government's dedication to helping nano-enterprises navigate and overcome challenges.

“In times of crisis, such as natural disasters or public health emergencies, the registration process will help us quickly identify and extend assistance to affected nano-enterprises,” she said.
The ordinance reduces the documents needed for nano-enterprises who are applying for new or renewed business permits.
Additionally, nano-enterprises will also receive priority consideration for financial assistance programs provided by both city and national governments, including access to grants, subsidies, loans, and other forms of financial support, the local government said.
Nano-enterprise owners can register using the Online Business Permit Application System (OBPAS) of the Business Permits and Licensing Department (BPLD).
