Marcos also said that search and rescue operations are being conducted following a tragic incident in Carmen, Cebu where a pickup truck carrying 17 passengers were swept away by a flash flood on Monday.

"Before we start, I have received initial reports on the effects of heavy rains here in Cebu yesterday that resulted in flash floods, structural collapse, and damage to property," Marcos said at the beginning of his speech during the opening of the Palarong Pambansa in Cebu City on Tuesday, July 9.

"At the moment, the concerned agencies are actively conducting search and rescue operations. Rest assured, national and local governments are working closely to bring speedy help to those who were affected by the heavy rains, especially in Carmen, Minglanilla, and Cebu," Marcos added.

He also directed the Office of the President and the Department of Social Welfare and Development (DSWD) to provide assistance to the local government units (LGUs) affected by the flooding.

The President also offered his prayers to those who were hit by the flash floods.

"We include all those affected in our thoughts and in our prayers," he said.

Three individuals reportedly died while six others remain missing due to the heavy flooding.

Marcos was in Cebu on Tuesday to lead the opening of this year's Palarong Pambansa hosted by Cebu City.
