28 children in conflict with the law graduate, complete levels in Taguig


A total of 28 children in conflict with the law (CICL) graduated and completed levels in Taguig on July 4. 

The CICL are residents of Bahay Pag-asa Taguig, a temporary home for troubled youth. 

They attended the Graduation and Completion Rites at Barangay Wawa Multipurpose Hall in Taguig.

Of the 28, four are elementary graduates, 19 are junior high school graduates and five are senior high school graduates. Four of them graduated with honors. 

The Bahay Pag-asa Taguig offers basic education program through the Alternative Learning System (ALS). 

Taguig Mayor Lani Cayetano attended the ceremony and congratulated the students. 

“Sa lahat ng mga magsisipagtapos ngayong araw na ito, at sa inyong pamilya, binabati ko po kayo. Malaking achievement po ito. Ang makapagtapos po ng pag-aaral ay isang napakagandang regalo sa inyong sarili (To those who will graduate today, and to your family, I congratulate you. This is a big achievement. To finish studies is a beautiful gift to yourselves),” she said. 

She said Bahay Pag-asa takes care of minors who break the law or CICL. 

Under a memorandum circular issued by the Department of Social Welfare and Development in 2015, it stated that the Bahay Pag-asa is “a 24-hour child-caring institution established, funded, and managed by (1) local government units and (2) DSWD-licensed and/or accredited non-government organizations, providing short-term residential care for children in conflict with the law who are above 15 but below 18 years of age who are awaiting court disposition of their cases or transfer to other agencies or jurisdiction.” 

The facility “also provides intensive intervention to CICL who have committed serious offense or have committed an offense for the second time or oftener but are not criminally liable as they are 15 years old and below. “
