E-permits system, other online services launched in Parañaque City

The city government of Parañaque launched the Parañaque Business Permits and Licensing Office (BPLO) Online System and Services or Pque-eBOSS system on Tuesday, July 30.

The BPLO official Atty. Melanie Soriano Malaya said the Pque-eBOSS system will allow business owners and other clients to obtain an electronic copy of their business permits which they can print at home or at their place of business without the need to secure a hard copy from the city. 

Malaya said the electronic permits and clearances to be issued under the system have the same level of authority as that of a signed hard copy.  

Mayor Eric Olivarez explained that the city is the first local government unit (LGU) in the country to be fully compliant with RA No. 11032 or the "Ease of Doing Business and Efficient Government Service Delivery Act of 2018."

He said that aside from the usual business one-stop shop, the Pque-eBOSS also includes: Online Customer Satisfaction Survey System; Electronic Official Receipt (E-OR) Electronic Inspection (E-INSPECT) and the Electronic Copy of Permits and Clearance (E-PERMITS). 

Another key feature of the e-BOSS is the Online Client Satisfaction Survey System where each city hall frontliner has its own unique QR Code wherein clients can give their feedback regarding the quality of service they received.

 “This ensures that complaints, comments, and suggestions are directly relayed to management and would be used to further improve delivery of services,” Olivarez said.

The mayor added that the online services is the culmination of an online and functional end-to-end business registration experience in Parañaque City that began in 2013 and institutionalized under Project Express Lane Operation (ELO) in 2019.

Malaya emphasized the importance of Pque-eBOSS to serve as a framework for good regulatory practices at the local level.

"We are full blast on digital innovation in Parañaque City and we encourage all business owners to maximize the benefits of Pque-eBOSS for convenient, safe and reliable transactions using your mobile phone, whether here or abroad,” Malaya said.

"Our online services are built with integrity, protected by data privacy laws as we aim to lessen the cost of doing business and make it more operational 24/7 to address the needs of our customers," she added.

The BPLO chief added the launching also featured the ceremonial signing of a Memorandum of Agreement between the City of Parañaque and the Department on Information and Communication Technology (DICT) on the eGovPH App to simplify transactions between LGU and citizens. 

Malaya said there was also the signing of a Data Sharing Agreement with the Bureau of Fire Protection (BFP) on fire policy-related compliance of business establishments.
