Gatchalian urges NBI to continue probing existence of two 'Alice Guos' despite existence of 'third'
Senator Sherwin Gatchalian on Wednesday, July 3 urged the National Bureau of Investigation (NBI) to continue its investigation into the existence of two "Alice Guos" to determine the liability of the mayor of Bamban, Tarlac.
Gatchalian made the call after the NBI has done examining the fingerprints of a third “Alice Guo” who allegedly applied for clearance in Quezon in 2025, according to NBI Director Jaime Santiago.
Gatchalian had earlier alleged that the Bamban mayor, who is now being investigated for human trafficking and her alleged links in the illegal Philippine Offshore Gaming Operators (POGO) hub in her town, could be the Guo Hua Ping, a Chinese national who entered the Philippines in 1993.
The NBI had earlier disclosed the existence of another Alice Guo that applied for an NBI clearance, but with a different photo. This prompted the NBI to conduct a fingerprint examination on the mayor and with another document of a person named Guo Hua Ping, and their fingerprints matched.
“The third Alice Guo should be investigated by the NBI to know the authenticity of the person,” Gatchalian said.
“But this does not erase the fact that the Alice Guo who has the picture of Mayor Alice Guo has matching fingerprints with Guo Hua Ping and therefore, they are one and the same,” the senator noted.
“(The NBI must) continue to investigate the existence of the two other Alice Guos. If they are real or not. Because there is only one birth certificate of an Alice Guo in PSA (Philippine Statistics Authority), albeit, it is irregular,” he stressed.
According to the NBI director, the address of the third “Alice Guo” was in Quezon City but they were able to determine that no Alice Guo was living in the said residence.
On top of this, Gatchalian said a Chinese national Guo Xiang Dian is Wesley Leal Guo, as determined by the fingerprint matching of the NBI.
The NBI used the records lodged at the Board of Investments (BOI) and the NBI’s biometric records in testing Guo Xiang Dian’s fingerprints.
Based on the records provided by the NBI, Gatchalian said Guo Xiang Dian arrived in the Philippines in 1999 and is listed as the dependent son of Lin Wen Yi. This makes him to be Guo Hua Ping's brother.
“Wesley Leal Guo is an incorporator of CDAG Reality Corporation in which Alice Guo is the majority owner,” Gatchalian said.
“This again demonstrates that the late registration process was abused by the Guo family to falsely claim that they are Filipinos,” he stressed.
